About the organization

AREA’s Brief Overview:

AREA has been established in December 1993 as the continuation of the GTZ DESP Project, AREA is a non-governmental, non-political, not-profitable and developmental organization. AREA envisions the achievement of peace and stability in Afghanistan through enabling the communities and believes that empowering communities at the grassroots level is the key to having a developed and prosperous Afghanistan.

The Mine Action Program of AREA was established in 1995 as “Community Based Mine Clearance Program-CBMCP”. Based on the need assessment of clearing explosive contaminated areas for conducting development projects, AREA’s mine action program in addition to its humanitarian responsibility has the duty of ensuring cleared and safe lands for implementation of development projects which will be to some extent executed by other functional departments of AREA. Based on this concept, AREA always assists and responds to the communities’ requests on “what they want to have on their cleared lands”. As well as AREA is the founder and the first initiator of the Community Based Mine Clearance Program in Afghanistan.

Job summary

  • The team leader who will work under the direct supervision of the Site Officer is responsible for the following assigned tasks:
  • Responsible for managing and controlling the respective demining team.
  • Reports to the site officer and Technical Advisor/QM officer.
  • Personally, responsible for the deminers working within the minefield in single man drills.
  • Personally, responsible for the control and marking out of the Mine Clearance Site and the daily check for tampering.
  • Gives a detailed Safety Brief at the beginning of each working day.
  • Supervises Detector Calibration randomly, these checks are to be recorded within the Site Daily Diary. Keeps the Daily Log up to date. Depending on conditions, determine how long the deminers work for.
  • Assists the Senior Operations Officer when carrying out demolitions.
  • Carry out MEDEVAC practice drills at least once a month. (Enter exercises into the Site Daily Diary).
  • Periodically enter the lane and observe the deminer carry out a confidence check by either turning the sensitivity up or by coming back from the Base Stick and using the Test Piece. (Hourly), dependent on the detector in use.
  • Closely monitor stand down and rest periods for the deminers.
  • Liaise with community elders and local authorities when required.
  • The closing of roads during demolitions and clearance operations.
  • Conduct internal Quality Control checks both visual and electronically for at least 10% of each deminer’s clearance for that day. These QC checks are to be accurately ascertained on the scaled site drawing.
  • Responsible for Safety Distances & Procedures.
  • Responsible for Explosives, Handling & Security.
  • Investigating all Mines and UXO Finds and taking appropriate.
  • The Team Leader is ultimately responsible for the discipline of his team both in the minefield and in the accommodation. Any deminers who are sick or unable to work are to be reported to the medic for treatment and their names are to be entered into the medical log. Any serious illnesses are to be reported to either the field Supervisor or the Project Manager.

Qualification and Experience:

  • 12th class grade with five years progressively experiences in mine action operations and quality management related activities.
  • Understanding of Afghanistan Mine Action Standard (AMAS) and International Mine Action Standards (IMAS)
  • Sound communication (spoken and written) skills, including the ability to effectively prepare reports and mine action related documents in a clear and concise style.
  • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural environment with sensitivity and respect for diversity.
  • Ability to organize, plan and implement work assignments under pressure of frequent and tight deadlines.
  • Sound analytical and problem-solving skills and ability to handle complex situation.
  • Able to develop effective solutions despite ambiguity.
  • Demining related survey and clearance courses are required.
  • EOD courses (level 3) is Required.
  • Knowledge of computers including Word, Excel and Power point is required.
  • Fluent in English and local languages (oral and written) are required.
  • Knowledge of understanding and using the Information Management System for Mine Action (IMSMA) is highly desirable.
  • Project Management and Quality Management trainings are desirable.
